The offering of ID cards to customers of the Delaware Division of Motor Vehicles began on July 1, 2010. Ever since then, the Division of Motor Vehicles has been working to improve the initial driver’s license that drivers received. Aside from keeping a database of Drivers, the objective has been to provide a secure identification for drivers that will not be compromised by imitation and alteration by people who intend to break the law with other people’s identities. As a way of combatting identity theft in Delaware, the Delaware Division of Motor Vehicles disclosed a new license that promises more security. This new license is to provide drivers in Delaware with the latest technology for security when it comes to Identification Cards. The announcement about the upgrade was made on June 4th, 2018. There were emphases on the new features of the new ID cards and this include the display of Legislative Hall boldly displayed on the front of the license, a newly designed federally compliant gold star, and other images including the image of a blue hen at the back of the ID card.

To comply with identification standards, set by the federal government, Delaware DMV put in place measures such as reversing customer flow to permit driver ID card photos to be taken first in the process of issuance. Another step that was taken was to change the security features and appearance of the ID card to make it difficult to make a replica. The DMV went on to compare all the drivers’ license ID cards to the facial recognition database to make sure customers are who they present themselves to be. Authorities have stated that ID cards are made in very secure card production places.

The whole idea of a new more secure driver’s license serves as an opportunity for re-validation of sources of documentation required for receiving an ID card or driver’s license. For drivers who already have their names in the DMV database, they get to present their original documents once again just as they did the first time they applied. For new users, they are required to provide all important documentation for due process. The DMV emphasized that this will be the only time they will be expecting existing customers to reproduce their documentation for evaluation. 

Existing customers that fail to re-produce their documentation can obtain a non-compliant ID card or license. The difference between a non-compliant license and the standard license is the gold star at the top right corner. With the non-compliant card, there is the inscription, “Not for federal identification” on the upper right margin. The effort to meet federal standards creates an avenue for locals of Delaware to book domestic flights with their drivers’ licenses and use them for other purposes including entering federal buildings within Delaware. An alternate to do things of this sort locally will require the attainment of a U.S passport to use local flights and also enter federal buildings that is if you don’t have the federally recognized ID card.

  • Federally Compliant State, Province, and Territory issued photo ID card
  • Court orders. The Court order must contain the full name, court seal and date of birth.
  • State-issued drivers’ licenses of the old system
  • Official letter from approved institutions to verify date of birth and full name.
  • Original, certified transcripts and certificates from schools to verify the full name.

Note: Applicants must know that if they are below 18 years, they need to provide documents with their parents’ or legal guardians’ names.
