The first thing one should do when they hear the automated voice saying “All Circuits are busy”, is to reboot their phone. Verizon describes that this problem usually arises when there are any issues with the non- Verizon user’s network. In Android:
Open Setting -> Go to Networks and Wireless -> Turn on Airplane Mode/ Flight Mode. -> Wait for a few minutes and turn it back off.

For ios:

Swipe from the bottom of the screen (iPhone X and higher versions need to swipe down from the top-right corner of the screen) -> Open Control Center -> Tap the Airplane Symbol and turn on the mode. -> After waiting for a few minutes, turn Airplane mode off.
Afterward, try calling the number again and see if the issue persists.

There are chances that there are issues on the other user’s end, or they might be on another call. So, by some other means, like a text message, or through DMs of any social media app, reach out to them, and ask them to call you back, or just let them know that there are some network issues at their end.
