EBT is the Electronic benefit transfer. It is a system that operates on cards identical to debit cards. It allows food stamps to pay directly to the retailer when they make a purchase. EBT is implemented in the United States through SNAP (Supplemental Nutrition Assistance Program). The SNAP program is for assisting low-income people to purchase food and house-holds.

 EBT is operated mainly for SNAP. Public assistance can be done through the EBT system. It is similar to a debit/Credit Card with a plastic coating, magnetic stripe, and a Pin associated with it. The Main Purpose of EBT

If you are a US resident having great difficulty with living costs then you will get help through SNAP by using the EBT card.   A food delivery system is not making items, instead, it is paying and getting from restaurants. So the amount you pay helps them to cover the delivery cost as well as the tip for the delivery guy. It is not a free service. It is a paid service.
